Ukrainian President Volodymyr Zelensky Asserts Absence of Explicit Defense Guarantee from Partner Nations
Ukrainian President Volodymyr Zelensky says European allies have not given him solid assurances that they will protect his country in the event of a fresh offensive by Russia.
"I continue to pose this critical question to all our partners and I have not received a definitive and straightforward response yet," he told reporters on midweek.
These remarks follow a day after the UK and France inked a statement of purpose on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is reached.
However, full security guarantees have not been agreed. The United States, which has been spearheading initiatives to end the invasion, reportedly did not sign such a commitment at discussions held in the French capital on Tuesday.
Outcomes from the Paris Discussions
After the Paris talks, which involved some 30 countries that comprise the so-called Coalition of the Willing, British PM Keir Starmer said the two nations would "set up operational bases across Ukraine" to prevent any future incursion, while France's President Macron subsequently indicated thousands of troops may be deployed.
Allies proposed that the US would assume a leading role in monitoring a truce. But the key issue of ceding land that Ukraine is being asked to grant to Russia as part of the peace proposals are continuing to be negotiated.
Moscow has not yet commented on the announcement made in the city of Paris.
President Putin initiated a full-scale invasion of Ukraine in the early months of 2022, and Moscow now occupies about 20% of Ukraine's land.
Zelensky's Shifting Tone
The UK Prime Minister characterized the bilateral declaration as "a vital part of our dedication to support Ukraine for the long-term".
He added: "It paves the way for the legal framework under which allied military personnel could function on Ukraine's territory, securing Ukraine's skies and seas, and rebuilding Ukraine's military for the years to come."
The Ukrainian leader praised that accord as a "significant leap of progress".
A day later, however, he appeared less optimistic.
"I see the will, the political resolve, and that the allies are prepared, and the partners are ready to give us robust economic measures, powerful defense assurances," he said when questioned if nations in Europe would come to Ukraine's aid.
"However, until we don't have such binding security pacts - legally binding, endorsed by legislatures, backed by the U.S. Congress - this crucial issue cannot be answered. And should they materialize, you still have to rely primarily on your own strength."
Unresolved Issues and Ongoing Conflict
The Paris talks were also notable due to the attendance of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.
One envoy stated the allies "mostly completed" their work on agreeing security protocols.
Last week, the President indicated a settlement was "ninety percent complete".
Questions of land and security guarantees have been at the center of outstanding matters for negotiators.
Putin has repeatedly warned that Ukrainian troops must pull back from the entirety of the Donbas region or Russia will seize it, dismissing potential concessions over how to end the war.
The Ukrainian President has thus far rejected relinquishing any land, but has proposed that Ukraine could withdraw its troops to an established line - but only if Russia reciprocated the action.
Russian forces currently controls about three-quarters of the Donetsk region, and some nearly all of the adjacent Luhansk region. The two regions constitute the industrial Donbas region.
Attacks have been escalating against cities in Ukraine - particularly targeting energy infrastructure. Moscow is also achieving incremental advances in capturing more Ukrainian territory.
Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, though with varying degrees of effectiveness.
